There’s a warning in the chorus that the time of the titular new agenda is due but Janet’s not out for payback (“I won’t do unto you now”) – she just wants fair treatment for her and her sisters.
Fun fact: There are three credited samples in the song: School Boy Crush by Average White Band, Kool It (Here Comes the Fuzz) by Kool & the Gang, and Superwoman (Where Were You When I Needed You) by Stevie Wonder.
